Purpose TxDOT is engaging the public on the I-45 North Houston Highway Improvement Project (NHHIP). The project limits are I-45 from US 59/I-69 to Beltway 8 North, including improvements on US 59/I-69 between I-45 and Spur 527 in Harris County, Texas.
Description

The I-45 NHHIP is designed to create additional roadway capacity to manage congestion, enhance safety, and improve mobility. The I-45 NHHIP Segment 3 encompasses the reconstruction of the downtown Houston freeway loop system, including I-45, I-69, I-10, and State Highway (SH) 288. In Segment 3, I-45 northbound will be rerouted from the west side of downtown Houston to run parallel with I-69 and I-10 until it exits the downtown area and continues north. Conversely, I-45 southbound will be rerouted to run parallel with I-10 and I-69 until it exits the downtown area and continues south.

This I-45 NHHIP public meeting will focus on the proposed design changes for Segments 3C-2 and 3C-3, seeking feedback from the public in an open house format. The Segment 3C-2 project includes the I-10 at I-69 interchange and the project limits are eastbound (EB) to westbound (WB): I-10 from Bringhurst Street to Hardy Street, and southbound (SB) to northbound (NB): I-69 from Commerce Street to north of Lyons Avenue for a total length of approximately 2.7 miles. Segment 3C-3 project limits are I-10 from McKee Street to White Oak Bayou, for a distance of approximately 0.5 mile. Since the Record of Decision (ROD) in 2021, the project team has continued to refine the design in Segments 3C-2 and 3C-3, per discussions with the City of Houston (COH), the University of Houston Downtown (UHD), the Harris County Toll Road Authority (HCTRA), and the Houston Housing Authority (HHA).

 Although the proposed design changes would require an additional 5.77 acres of new right of way (ROW), no displacements of residential or commercial buildings would be required by this additional acquisition of ROW. The proposed design changes would also require approximately 20.32 acres of temporary easements beyond the amount studied in the Final Environmental Impact Statement (FEIS)/ROD.

Per a commitment with the HHA through the Voluntary Resolution Agreement (VRA), this reevaluation would also provide Kelly Village with additional open space to mitigate impacts to existing open space used for recreational facilities.  TxDOT has a commitment with HHA to replace impacted Kelly Village open space area, from within the remaining Kelly Village property, and will replace all recreational facilities and elements within the current open space that would be impacted by the proposed project.  In compliance with this commitment, HHA would grant TxDOT access to 1.85-acres within Kelly Village property via temporary easements to reestablish the community park. The re-establishment of the community green space would potentially displace four residential buildings.

The meeting will also provide updates on Segment 3 project activities, including the status and requirements under the VRA between TxDOT and the Federal Highway Administration (FHWA). A map depicting the full limits, including all three segments, is available online.
