Purpose | The purpose of the hearing is to gather public input and provide information about the proposed construction to widen and reconstruct FM 551 from SH 276 to SH 66 in Rockwall County, Texas. |
Description | The proposed improvements would widen 3.13 miles of FM 551 from SH 276 to SH 66. From SH 276 to I30, FM 551 would widen from two 11-foot-wide travel lanes to four 12-foot-wide travel lanes, separated by a raised median. From I-30 north to SH 66, FM 551 would widen from two 11-foot-wide travel lanes to two 12-foot-wide travel lanes with a 14-foot-wide two-way left turn lane. A 10-foot-wide shared use path for bicyclists and pedestrians would be constructed along both sides of the roadway. The proposed project would, subject to final design considerations, require approximately 18 acres of additional right of way (ROW) and potentially displace four residences and two non-residential structures. The existing ROW is 80 feet wide and the proposed ROW would vary from 90 feet to 170 feet wide. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling 214-320-6675 or on the project website. The proposed project is anticipated to impact the following property protected under Section 4(f) of the Department of Transportation Act of 1966: City of Fate park located within the project limits between Charleston Lane and Gettysburg Boulevard along FM 551 in Fate, Texas. The proposed project would result in a potential impact to a National Register of Historic Properties (NRHP) eligible property, the Fate Presbyterian Church at 202 William E Crawford Avenue, Fate, TX under Section 4(f) of the Department of Transportation Act of 1966. TxDOT anticipates making a de minimis determination for the use of both properties under Section 4(f) of the Department of Transportation Act of 1966. Public comment on the effects of the proposed project on the activities, features, or attributes of the City of Fate Park and Fate Presbyterian Church may be submitted as described below.
