Purpose The purpose of the meeting is to gather public input and provide information about the proposed new location roadway from FM 2755 to SH 205 in Collin, Rockwall, and Kaufman Counties, Texas
Description

The proposed project would construct the approximately 14.4-mile Rockwall County portion of the regional Outer Loop, consisting of four 12-foot-wide frontage road lanes (two in each direction), four 12-foot-wide general purpose lanes (two in each direction), and two 10-foot-wide shared-use paths (one in each direction, outside the frontage road lanes) within a typical 500-foot-wide right of way. The project would be constructed in phases contingent on traffic volumes and available funding. The proposed project would involve construction in wetlands and an action in a floodplain. 

The proposed Rockwall County Outer Loop is currently being developed in two phases. Phase 1 extends from FM 2755 to SH 276, a distance of approximately 7.5 miles. Phase 2 extends from SH 276 to SH 205, a distance of approximately 6.9 miles. Phase 1 schematic development and environmental studies are currently underway. The purpose of the public meeting is to present the preliminary Phase 1 schematic for public review and comment. No project updates have occurred on Phase 2 since the November 2023 public meeting. Phase 2 schematic development and environmental studies are anticipated to begin by Spring 2025. 

The proposed project would require right of way and potential displacements.
