Purpose:
The purpose of the open house is to receive public comment on the proposed expansion of SH 21 from CR 130 to Paint Creek Road in Bastrop County, Texas. The meeting will be held in an open house format so the public can come and go at their convenience.
Comments must be received on or before Thursday, Apr. 16, 2020, to be included in the official open house record.
Description:
SH 21 in eastern Bastrop County functions as both a local thoroughfare and commuter highway. Along the project limits, the existing highway is an undivided highway with alternate passing lanes and includes areas where the roadway is reduced to two lanes southbound and one lane northbound. Bastrop County’s rapid growth has increased the need for accommodating projected traffic volumes, improving safety and reducing congestion.
Proposed improvements include:
- Widening the roadway to create a four-lane divided roadway (two lanes in each direction)
- Seperating travel lanes by adding a median with crossovers at regular intervals
- Designing the roadway to include 12-foot lanes, 10-foot outside shoulders and a four-foot inside shoulder
- Constructing two new twin bridges over US 290 along a new alignment
Additional right of way is required for this project; however, no displacements are anticipated.

Memorandum of Understanding:
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by the Federal Highway Administration and TxDOT.
