In-person details

The in-person hearing will be held at the location below. Participants may attend anytime between 5:30 and 7:30 p.m. The in-person option will follow an open-house format. Attendees may view the same presentation shown in the virtual public hearing, review hard copies of project materials, ask questions of project team members and submit written comments. Verbal comments will not be recorded for the official record.

Purpose

The purpose of the public hearing is to share the draft EA and Build Alternative, and receive public comment on the Central Texas Regional Mobility Authority (Mobility Authority) and TxDOT’s proposed plan to improve MoPac (Loop 1) Expressway from Cesar Chavez Street to Slaughter Lane in Travis County, Texas by adding express lanes in each direction.

Participants may watch a prerecorded video, view exhibits, review the proposed schematic, review the draft Environmental Assessment and associated technical reports and submit official comments. Comments must be received or postmarked on or before Sunday, May 3, 2026, to be included in the official hearing record.

Description

The Mobility Authority is proposing to add express lanes along approximately 8-miles of the south MoPac (Loop 1) Expressway from Cesar Chavez Street to Slaughter Lane in Austin, Travis County, Texas. The Mobility Authority and TxDOT launched the environmental study in 2013 to identify a mobility solution to this stretch of congested highway that improves mobility for drivers, transit riders, bicyclists and pedestrians in a manner that promotes environmental stewardship and sustainability. 

In compliance with Section 4(f) of the Highway Act of 1966 and Chapter 26 Texas Parks and Wildlife Code, the public hearing will present information regarding the temporary construction easements need to build the project and review potential temporary impacts to park and recreational properties adjacent to MoPac South.

The virtual and in-person public hearing will be conducted in English. Interpreter or document translation services may be provided upon request. Reasonable accommodations may also be requested for persons with disabilities. To request interpretation, translation or other accommodations, contact the project team at 512-342-3299 no later than 4 p.m. Friday, March 13, 2026, for the in-person hearing and no later than 4 p.m. Friday, April 24, 2026, for the virtual hearing.
