Purpose TxDOT is proposing to improve U.S. Highway 87 (US 87) from 2 miles north of the Glasscock County line to 0.45 mile south of the Howard County line in Howard and Glasscock counties, Texas.
Description

The existing US 87 roadway consists of four 12-foot-wide travel lanes (two in each direction) with 10-foot-wide paved outside shoulders. Directions of travel are separated by a continuous 16-foot-wide, two-way left-turn lane. The existing right-of-way width varies from 120 to 150 feet.

The proposed roadway would include a four-lane divided highway with two access-controlled mainlanes in each direction and two-lane, one-way frontage roads on both sides of the roadway. Mainlanes would be separated by inside shoulders and center median with a single concrete barrier between the shoulders. Diamond interchanges with turnarounds are proposed at Farm-to-Market (FM) 821, FM 461 W and FM 461 E. The frontage roads would be built first and the remaining elements completed later, subject to construction funding. The proposed roadway would become a future part of the Interstate Highway (IH) 27 section in the Ports-To-Plains Corridor, which was designated as a High Priority Corridor on the National Highway System by Congress in 1998.

The proposed project would, subject to final design considerations, require approximately 90 acres of new right of way from the west side of the roadway and potentially displace approximately nine oil wells, one production facility, and one pipeline station. Additionally, four small drainage easements totaling approximately 0.3 acre are proposed at two culvert locations. There are no residences in the project area.

Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT Abilene District Office by calling 325-676-6800.

The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 4 p.m. at the TxDOT Abilene District Office, 4250 N. Clack St., Abilene, Texas 79601 or 325-676-6800.
