The Texas Department of Transportation (TxDOT) is studying improvements to SH 16 (Bandera Road) from approximately 0.3 miles west of the FM 1560/Leslie Road intersection to Loop 1604 in the cities of Helotes and San Antonio in Bexar County, Texas.   

TxDOT is evaluating this stretch of SH 16 to consider and recommend operational and safety improvements. Specifically, TxDOT is proposing an improvement known as a restricted crossing U-turn (RCUT), or a roadway where intersections are modified to re-direct straight-through traffic and left-turns from cross streets. An RCUT intersection eliminates two to four signal phases per intersection. U-turns are then strategically placed to allow all movements to be made more safely and efficiently at the traffic signal lights.  

The proposed project is intended to fill the gap between the current RCUT intersection at SH 16 and FM 1560 South (located north of the project limits) and the recently constructed Displaced Left-Turn (DLT) intersection at Loop 1604 and SH 16. The SH 16 roadway with RCUT configuration is expected to facilitate the traffic through the corridor more efficiently. 

The proposed improvements would improve mobility by re-directing through-traffic and left-turns from cross streets, which eliminates two to four signal phases per intersection. This signal phase reduction would greatly increase traffic flow, safety, and improve operations. 

Anticipated Project Schedule 

Schematic design development, traffic analysis, and environmental studies began in the Fall of 2019 and are anticipated environmental clearance is in the Fall of 2020. Next step would be Right-of-Way acquisition and final design, which is expected to be completed by Summer 2021. TxDOT would then let the project for construction at the end of 2021. 

Public Involvement 

TxDOT will work closely with elected officials, residents, businesses, and other stakeholders from the cities of Helotes and San Antonio to gather community feedback on the project. Your input is a key part of advancing improvements for the proposed project. Public involvement opportunities will be provided throughout this process and you are encouraged to get involved.
