Dallas-Fort Worth Outer Loop

Development of the Dallas-Fort Worth Outer Loop, formerly known as Loop 9, has been identified as a critical need for the region.

The project will help TxDOT meet its goals to reduce congestion, enhance safety, expand economic opportunity, improve air quality and increase the value of transportation assets.

Implementation plan

Under the terms of the March 2005 comprehensive development agreement, TxDOT has authorized Cintra Zachry to develop an implementation plan. The developer will pay for all costs associated with the developing the plan. The development of this project is allowed under SB 792.

The plan will include project development and scheduling, traffic and revenue studies, and preliminary engineering and design. It will also include tolling options, cost estimates for construction, operation, maintenance and right of way and a financing plan.

If TxDOT determines the plan is feasible, it will seek competitive bids to develop the Outer Loop.

Scope

The implementation plan will address the southern portion of the Outer Loop between State Highway 199 west of Fort Worth to Interstate 30 east of Dallas.

A final route for the Outer Loop will be determined by ongoing environmental studies being conducted by TxDOT and the North Central Texas Council of Governments.
