Purpose:

The purpose of the meeting is to present the planned improvements and solicit public comments on the proposed roadway improvements to State Highway (SH) 5 from South of FM 1378 to North of SH 121 (Sam Rayburn Highway) in Collin County, Texas, a distance of 9.7 miles. The meeting will be an open house format with no formal presentation so the public may come and go at their convenience, and staff will be available to answer questions. C omments must be received on or before Friday, Dec. 12, 2018 to be a part of the official meeting record.

Description:

The proposed improvements would consist of the reconstruction and widening of SH 5 within the project limits. From FM 1378 (Country Club Road) to Spur 399, the existing 2-lane rural roadway would be reconstructed to a 4-lane divided urban roadway with raised curb and a variable-width median. From Spur 399 to Industrial Boulevard (FM 546), the existing 4-lane divided rural roadway with depressed median would be reconstructed to a 6-lane divided urban roadway with a 17-foot curbed median. From Industrial Boulevard (FM 546) to Power House Street, the existing 4-lane divided urban roadway both with curbed median and continuous left turn lane would be reconstructed to a 4-lane divided urban roadway with 17-foot curbed median. From Power House Street to SH 121 (Sam Rayburn Highway), the existing 2-lane rural roadway would be reconstructed to a 4-lane divided urban roadway with curbed, 42-foot median. Side streets within the project limits would be reconstructed to tie into the improved SH 5. Adjacent and buffered sidewalks are proposed along the sides of the roadways to accommodate pedestrians. The proposed project will require additional right of way.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
