The city of Cedar Park and TxDOT are utilizing pass through financing to reconstruct RM 1431’s existing five-lane rural roadway to a six-lane urban divided roadway with a raised center median.

Construction of the project, which consists of widening RM 1431 from Market Street to Sam Bass Road, began in Aug. 2014 and is expected to be complete in winter 2015. The project will feature an innovative intersection design along RM 1431 at the intersection of Ronald Reagan Boulevard/Parmer Lane called a continuous flow intersection (CFI).  

A CFI enhances safety and increases traffic flow through intersections by allowing left-turning traffic and through-traffic to move simultaneously. Navigating through this new type of intersection is easy. Drivers wishing to turn left will simply move to the left-hand side of the roadway a little sooner than usual. This movement is protected with a mid-block traffic signal. Once the signal changes, drivers will proceed through the intersection, but instead of being in the center lane, as with a traditional intersection, they will be on the far left-hand side of the road, which allows them to make a free-flowing left-hand turn. This helps reduce delays and travel time for all motorists.

The purpose of the $22 million project is to manage congestion and improve mobility while enhancing safety for all motorists.
