Gulf Freeway Planning and Environmental Linkages (PEL) Study

TxDOT's Houston District is conducting the Gulf Freeway Planning and Environmental Linkages Study that covers Interstate 45 South from I-69/US 59 (Downtown) to Beltway 8 South in Harris County. TxDOT is using this study to identify existing and projected transportation issues within the corridor, and to work with stakeholders and the community to identify solutions.

TxDOT is conducting a public meeting with two in-person open house meetings and materials available virtually/online. Virtual meeting materials will be available starting on Tuesday, Sept. 16, 2025, by 5 p.m. via the links below.

Additionally, TxDOT is providing two in-person open house meeting options for individuals who would like to participate.

What is a PEL Study?

PEL process represents an approach to transportation decision making that considers environmental, community and economic goals early in the planning stage and carries them through project development, design and construction. TxDOT is conducting a PEL study for the Gulf Freeway (I-45 South) from Interstate 69/US Highway 59, in downtown Houston, to Beltway 8 South.
