Gulf Freeway Planning and Environmental Linkages (PEL) Study
The Texas Department of Transportation (TxDOT) Houston District is conducting the Gulf Freeway Planning and Environmental Linkages (PEL) Study that covers Interstate 45 (I-45) South from I-69 / US 59 (Downtown) to Beltway 8 South in Harris County. TxDOT is using this study to identify existing and projected transportation issues within the corridor, and to work with stakeholders and the community to identify solutions.

All comments, including the online survey, must be received or postmarked on or before Oct. 11, 2020.
The Planning and Environmental Linkages (PEL) process represents an approach to transportation decision making that considers environmental, community and economic goals early in the planning stage and carries them through project development, design and construction. The Texas Department of Transportation (TxDOT) is conducting a PEL study for the Gulf Freeway (I-45 South) from Interstate 69 (I-69) / US Highway 59 (US 59), in downtown Houston to Beltway 8 South.
