When:

The virtual public hearing will be available online beginning at 5 p.m. Thursday, Oct. 15, 2020. This will be a virtual public hearing via a pre-recorded video presentation.

The in-person option is for individuals who would like to participate in person instead of online and will be by appointment only. For more information on this option, please see the How to Sign Up In-Person section below.

Purpose:

TxDOT is proposing to reconstruct and expand approximately 11.5 miles of existing US Highway (US) 90 from State Highway (SH) 211 to Loop (LP) 13 (West Military Drive) in Bexar County, Texas. The purpose of this virtual public hearing and in-person option is to inform the public of the proposed reconstruction and expansion of US 90. Project staff will give a pre-recorded presentation that includes the draft environmental assessment, maps and drawings showing the project location, tentative construction schedules, and other information regarding the proposed project. Written comments are requested and must be received or postmarked by Friday, Oct. 30, 2020, to be included in the public hearing record.

Description:

The proposed project consists of the following improvements:

  • Expand existing roadway from four-lane divided roadway to six-lane expressway
  • Construct continuous frontage roads in each direction
  • Direct connectors at LP 1604
  • Intersection improvements to SH 211, Montgomery Road, Hunt Lane, and LP 13 (West Military Drive) intersections

The proposed improvements would require approximately 79 acres of additional right-of-way, and would potentially displace one residential structure, one building associated with the residence, and one commercial building. Relocation assistance is available for displaced persons and businesses. How to Sign Up for In-Person Hearing:

In addition to the virtual public hearing, TxDOT is providing an in-person option for individuals who would like to participate in person instead of online. In-person attendees will be able to view the same presentation delivered in the online public hearing, review hard copies of project materials, and leave written comments. You may call the TxDOT Project Manager, at (210) 615-6434 between the hours of 8 a.m. and 5 p.m., Monday through Friday no later than Monday, Oct. 5, 2020, to set an appointment.

The in-person option will be held at the TxDOT San Antonio District Office Building 2 located at 4615 Northwest Loop 410, San Antonio, TX 78229. Attendance at the in-person option will be by appointment only. In recognition of COVID-19, enhanced safety measures will be applied at the in-person option, including a requirement to wear a face mask, submit to a temperature check prior to entry, have an appointment, and follow social distancing practices.

Special Accommodations:

The virtual public hearing and in-person option will be conducted in English except for the public hearing presentation, which the presentation and script are provided in English and Spanish. If you have a special communication accommodation or need for an interpreter, a request can be made. If you have a disability and need assistance, special arrangements can also be made to accommodate most needs. Please contact at (512) 659-3230 no later than 4 p.m. CDT, at least three business days before the virtual public hearing and in-person option. Please be aware that advance notice is requested as some accommodations may require time for TxDOT to arrange.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
