Purpose:

TxDOT is proposing to improve US Highway 62/385 in the city of Seminole in Gaines County, Texas. This notice advises the public that TxDOT will be conducting a virtual public meeting regarding the proposed project.

Description:

Project staff will give a pre-recorded presentation regarding the project and an opportunity for questions will be provided following the presentation. The presentation will remain available for viewing at the web address indicated above until Friday, Feb. 26, 2021. The pre-recorded presentation will include both audio and video components. If you do not have internet access, you may call Kylan Francis, P.E., Director of Transportation Planning and Development (TP&D), at (806) 748-4490 to ask questions and access project materials during the project development process. Written comments may be submitted by mail or email by Friday, Feb. 26, 2021 as explained below.

The proposed project will improve mobility and safety through Seminole. Three proposed options will be presented as follows:

  • Option 1: this proposed option would convert the existing US 62/385 roadway (Main Street) through Seminole from two-way traffic to one-way, northbound traffic. Second Street through Seminole would be converted to one-way southbound traffic. 
  • Option 2: this proposed option would widen the existing 5th Street roadway to three lanes (one lane in each direction with a center left-turn lane).
  • Option 3: this proposed option (also known as the No Build Option) would not change traffic direction but would rehab the existing US 62/385 roadway, as well as add or repair sidewalks and ADA ramps.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace: one residence and four non-residential structures for Option 1; no residences and one non-residential structure for Option 2; and no displacements for Option 3. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling Timothy Richardson at (806) 748-4342.

Submitting Comments:

All comments must be received on or before Friday, Feb. 26, 2021. Written comments may be submitted in the following ways:

Responses to comments received will be available online at TxDOT.gov on this project meeting web page within the two months following the meeting, depending on number of comments received.

The virtual public meeting will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
