Notice Affording Opportunity for Public Hearing - SH 146 from FM 519 to Loop 197

Purpose:

TxDOT is proposing to widen and improve SH 146 from FM 519 to Loop 197 in Galveston County, Texas. The total distance for this project is approximately 1.4 miles. This notice advises the public that draft environmental documents are available for public review and that TxDOT is affording an opportunity for a public hearing on the proposed project.

Description:

Proposed improvements would include:

  • Widening SH 146 from existing two lane to four lanes to relieve a bottleneck 
  • Replacing the SH 146 railroad bridge over the Texas City Terminal (TCT) and Union Pacific Railroads (UPRR) with a four -lane bridge
  • Reconfiguring the existing intersection; SH 146 and SH 3 would intersect at an above-grade, signalized T-intersection, removing the SH 3 at-grade crossing of the railroad
  • Adding an at-grade U-turn access road to SH 3 to provide access to adjacent properties

The proposed improvements would require the acquisition of additional right of way; which may result in the displacement of businesses and residences directly adjacent to the corridor.  

Construction of the proposed project would be completed in phases and would require the temporary closure of SH 146, south of FM 519. Motorists traveling on SH 146 to SH 3 would instead detour by turning south on FM 519 and then east on SH 3. Signage would be in place during the temporary detour to direct motorists. The detour is anticipated to remain in place for approximately 12 months and is scheduled to begin in 2020.

Potential jurisdictional waters of the US, including wetlands were identified within the project limits. All unavoidable impacts to jurisdictional waters of the US, including wetlands, would require a Section 404 Permit with the US Army Corps of Engineers, Galveston District.

Any interested member of the public may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Jan. 7, 2019, to:
