Purpose:

The purpose of the public hearing is to gather public input on the proposed improvements to SH 20 from 0.142 miles south of FM 76 to 0.242 miles south of FM 76 in El Paso, Texas. The first part of the meeting will be an open house format so citizens may come and go at their convenience, followed by a formal presentation and comment period.

Description:

The proposed project will consist of extending the 4-5’x4’ box culverts and 36” concrete pipe approximately 20 feet on either side of the roadway. This will provide adequate spacing for sidewalk connectivity across both structures. The majority proposed transportation improvements would be constructed within existing ROW; however, approximately 0.3214 acre of additional right-of-way (ROW) would be required for proposed culvert improvements. Approximately 0.1251 acre of temporary construction easements and 0.3214 acre of permanent construction easement will be required. An approximate 0.3214 acre of land located on the Ascarate Wasteway and Valley Gate Lateral would be required for permanent incorporation into the proposed transportation facility. The lateral is part of the El Paso County Water Irrigation District (EPCWID) No. 1 system and is listed on the National Register of Historic Places. Written comments must be postmarked or submitted electronically by August 25, 2017.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
