Purpose:

The purpose of the hearing was to propose improvements to I-20 at US 84 in Roscoe, Nolan County, Texas. The environmental documents, maps showing the project location and design and other information regarding the project will be available for inspection at the public hearing. Comments were to be received on or before Nov. 8, 2019 to be part of the official public hearing record.

Description:

The proposed project would realign a portion of I-20 main lanes and frontage roads, provide direct connections between I-20 and US 84 mainlanes, and update ramp configurations along I-20. The proposed I-20 roadway facility, within the project limits would include two 12-foot travel lanes in each direction with a 12-foot inside and 10-foot outside shoulders. The inside shoulder has been designed to accommodate a future third travel lane. The frontage roads would remain two-way with 12-foot lanes and four-foot shoulders. The proposed US 84 portion of the interchange would include two 12-foot travel lanes in each direction with eight to 10-foot outside shoulders, four-foot inside shoulders, and two-way frontage roads.

The interchange direct connectors would be reconstructed to flatten the curves and accommodate the east and westbound movement to and from I-20 and US 84. In addition, an east to westbound direct connector from I-20 to US 84 would be constructed, resulting in a fully directional interchange connecting the two highway facilities.

The existing roadway right of way width varies from approximately 260 to 470 feet. For I-20 and for US 84 it is approximately 194 feet. The proposed roadway right of way would increase to a typical width varying from approximately 260 to 570 feet for I-20 and 194 to 405 feet for US 84. The proposed project would require approximately 77 acres of new right-of-way and possibly one commercial displacement to construct the proposed improvements.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
