I-10 Texas Corridor Study

Study approach

TxDOT conducted technical analyses and engaged local elected officials, regional organizations, industry and business representatives, members of the public, and other stakeholders throughout the study process from Fall 2021 to Summer 2023. The study was conducted in five phases with four rounds of stakeholder engagement meetings. The phases reviewed existing conditions, assessed needs, identified projects, prioritized projects, and developed an implementation plan as shown in the diagram.

Stakeholder and public engagement

Input collected from stakeholders, both public and private, throughout the study was important to help TxDOT identify transportation needs and prioritize projects to improve safety, connectivity, and mobility along the I-10 corridor.

Key stakeholders

  • TxDOT district and division representatives
  • A steering committee
  • Three regional working groups –
    • West – Texas/New Mexico State line to the Pecos/Crockett County line
    • Central – Pecos/Crockett County line to the Caldwell/Gonzales County line
    • East – Caldwell/Gonzales County line to the Texas/Louisiana State line
  • Industry stakeholders, including the energy sector industry and trucking, freight, and economic development organizations
  • Texas Freight Advisory Committee, border trade interests, adjacent states, and Mexico
  • Travelers and other members of the public

The public had the opportunity to provide input through the development of the study. TxDOT conducted an online survey for the public to share their input and perspective on I-10. The survey gave the public an important voice in shaping the future of I-10 and the communities it serves. The results were evaluated to help identify needs and proposed improvement strategies to shape the future of I-10 and the communities it serves.
