Notice Affording Opportunity for a Public Hearing - FM 1417 from US 82 to OB Groner Road

Purpose:

TxDOT is proposing to widen FM 1417 from US 82 to OB Groner Road in Grayson County, Texas. The total length of the project is approximately 5 miles. This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project and the draft categorical exclusion is available for public review.

Description:

The proposed project would create an ultimate six-lane raised median divided roadway with curb and gutter, inlets, and storm drains to convey stormwater between US 82 and OB Groner Road. Each lane (three in each direction) will be 12-feet wide and the raised median will be 16-feet wide. The existing interchange at SH 56 would be improved to add a twin bridge with realigned ramps to accommodate a six-lane facility. Sidewalks would be constructed on both sides of the roadway and be a minimum five-foot in width.

The existing FM 1417 right of way (ROW) width varies within the project limits, but is typically 120-feet wide. The proposed roadway would have a typical ROW width varying from 120-feet to 160-feet wide. Approximately 15.2 acres of additional ROW would be required for this project. Although additional ROW is required, no residential or non-residential structures would be displaced. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition may be obtained from the TxDOT Paris District.

The project limits are within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain. The hydraulic design for this project would be in accordance with current Federal Highway Administration (FHWA) and TxDOT design policies. The facility would permit the conveyance of the 100- year flood, inundation of the roadway being acceptable, without causing significant damage to the facility, stream, or other property. The proposed project would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances.

Proposed work associated with this project will impact waters of the U.S. located in the existing and proposed ROW; therefore, the U.S. Army Corps of Engineers Nationwide Permit #14 under Section 404 of the Clean Water Act is required. An open house public meeting about this project was conducted on May 25, 2017 and June 12, 2018.

Environmental documentation or studies, maps showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the TxDOT Paris District Office located at 1365 N. Main Street, Paris, Texas 75460.

Any interested member of the public may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before August 7, 2018, to:

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
