Notice Affording Opportunity for Public Hearing - FM 3180 I-10 to South of FM 565

Purpose:

TxDOT is proposing improvements to FM 3180 from I-10 to 0.60 miles south of FM 565 in Chambers County, Texas. This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project.

Description:

The project would include:

  • Widening FM 3180 to a four-lane roadway with a continuous two-way left turn lane. Each lane (two in each direction) will be 12-feet wide and the paved shoulder will be 5-feet wide on each side.
  • Modifying drainage structures and driveway culverts by installing sloped end sections
  • Widening existing bridge structure over Hackberry Gully to match the roadway section of four-lanes with shoulders and two-way left turn lane

All work will occur within the existing right of way (ROW). No additional ROW or permanent/temporary easement is required; therefore, no displacements or relocations of residences and businesses are necessary. An open house public meeting about this project was conducted on Sept. 28, 2017

The project limits are within a Federal Emergency Management Agency (FEMA) designated 100-year floodplain. The hydraulic design for this project would be in accordance with current Federal Highway Administration (FHWA) and TxDOT design policies. The facility would permit the conveyance of the 100- year flood, inundation of the roadway being acceptable, without causing significant damage to the facility, stream, or other property. The proposed project would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances.

The activities associated with the bridge widening at Hackberry Gully will impact waters of the U.S. located in the existing ROW; therefore, the U.S. Army Corps of Engineers Nationwide Permit #14 under Section 404 of the Clean Water Act is required.

Any interested member of the public may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before Tuesday, May 1, 2018, to:

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
