Flood warning systems (Senate Bill 3)
Overview
In response to the devastating July 2025 floods, the Texas Legislature passed several bills aimed at improving Texas’ preparedness for future flood events, including Senate Bill 3 (SB 3), which relates to outdoor warning sirens in flash flood-prone areas.
Installing sirens in TxDOT right of way and gauges on TxDOT bridges
TxDOT has developed a standard operating procedure (SOP) and supporting documents for local governments wishing to install flood warning sirens or gauges on TxDOT property.
