Traffic design standards for signs, signals, and markings

The current version of the Texas Manual on Uniform Traffic Control Devices (TMUTCD) is Revision 2 of the 2011 TMUTCD. TMUTCD 2011, Revision 2, became effective on October 9, 2014, and remains effective through January 17, 2026. See links to the 2011 TMUTCD – revision 2 below.

2011 TMUTCD - revision 2

The Texas Transportation Commission approved the minute order adopting Revision 2 of the 2011 TMUTCD on Sept. 18, 2014. The revised manual became effective on Oct. 9, 2014.

2025 TMUTCD

The 2025 TMUTCD was adopted into state law by the Texas Transportation Commission on Nov. 13, 2025, with an effective date of Jan. 18, 2026. The 2025 TMUTCD was revised based upon the new national MUTCD, 11th Edition, and Texas state laws and practices. The national MUTCD was published in the Federal Register on Dec. 19, 2023, with an effective date of Jan. 18, 2024. Texas had two years (24 months) from the national MUTCD effective date to adopt the new TMUTCD. A virtual Public Hearing was held with a public comment period between July 4, 2025 through Sept. 2, 2025. An in-person Public Hearing was also held on Aug. 7, 2025.

TxDOT continues to work with the Federal Highway Administration (FHWA) Texas Division to resolve a few pending items originally published in the Texas Register on July 4, 2025 and updated on Nov. 28, 2025 (see page 7735 of the Texas Register, Nov. 28, 2025). Resolution of these items is expected to occur by the next TMUTCD revision that addresses the MUTCD 11th Edition Known Errors, pending FHWA’s planned action on the known errors.
