Small, Disadvantaged and Minority Businesses


It is a priority of the state of Texas and the Texas Department of Transportation to promote full and equal procurement opportunities for all types of businesses.

The Historically Underutilized Business (HUB) Program is geared toward advancing opportunities for minority-owned and women-owned businesses. Companies interested in doing business with the Department are encouraged to become HUB-certified.

The Disadvantaged Business Enterprise (DBE) Program is designed to level the playing field for minority-owned and women-owned businesses that are also considered small businesses by the Small Business Administration.

The Small Business Enterprise (SBE) offers small businesses that are not necessarily women-owned or minority-owned the opportunity to maximize business opportunities with TxDOT.
