Chief Financial Officer

Stephen Stewart, CPA serves as Chief Financial Officer for the Texas Department of Transportation (TxDOT), where he oversees TxDOT's financial operations and strategic financial planning of one of the nation’s largest transportation programs. With more than 25 years of state government experience, Stewart has led or contributed to many of TxDOT's most significant financial and business transformation initiatives, including the agency's first audited financial statements, implementation of its enterprise resource planning system, and efforts to strengthen financial transparency, operational efficiency, process automation, and long-term transportation funding strategies.

Stewart works closely with the Texas Transportation Commission, legislative leadership, state agencies, and industry partners to address complex transportation finance and funding challenges. He also serves on the AASHTO Committee on Funding and Finances and as Co-Chair of the State Agency Coordinating Committee Finance Subcommittee, collaborating with financial leaders across state government to promote innovation, efficiency, and best practices in public-sector financial management.

Prior to being named Chief Financial Officer, Stewart served as Director of the Financial Management Division, Director of Accounting, and Financial Reporting Manager. Before joining TxDOT in 2012, he worked for the Texas Comptroller of Public Accounts and also owned and operated a CPA firm providing bookkeeping and tax services. His professional background additionally includes experience in information technology as a systems programmer, database administrator, and network administrator.
