Chief Administrative Officer
Jeffrey "Jeff" Davis serves as chief administrative officer. In this role, he is responsible for the management and control of the Contract Services, Purchasing, Fleet Operations, Human Resources and Support Services Divisions.
Jeff brings decades of executive experience across public and private sectors, leading complex organizations and driving strategic transformation. With expertise in operations and infrastructure development and a steadfast commitment to safety, Jeff exemplifies the caliber of leader essential for this pivotal role.
As Chief Executive Officer of the New Orleans Public Belt Railroad, Jeff led one of the nation’s most vital freight corridors at the third-largest rail gateway in the United States. Jeff also led labor relations with six unions, managing eight collective bargaining agreements and overseeing national and on-property negotiations
As Chief Operating Officer of TNW Corporation, Jeff held enterprise-wide responsibility for the strategic and operational leadership of a multi-modal transportation and logistics network. Jeff directed all core operating departments—including transportation, engineering, mechanical, safety and training, service design, capital planning, logistics, regulatory affairs, IT, and customer service.
Jeff holds a Bachelor of Science in Business Management from Southern Wesleyan University and has earned numerous certifications and distinctions throughout his career. He has been a member of the Society for Human Resource Management (SHRM), has been recognized as an expert witness for arson investigations, and previously held an EMT certification.
