San Angelo District Engineer

Cathy Kratz, P.E., is the district engineer for TxDOT's San Angelo District.

Cathy Kratz oversees the planning, designing, building, operation, and maintenance of the multi-modal state transportation system for the 15-county San Angelo District. The district comprises Coke, Concho, Crockett, Edwards, Glasscock, Irion, Kimble, Menard, Reagan, Real, Runnels, Schleicher, Sterling, Sutton and Tom Green counties.

Kratz was named the San Angelo district Engineer in September 2026. She has served with TxDOT over 25 years. She joined the Texas Department of Transportation as a summer employee while in college in the Yoakum District and started full time as an engineering assistant with the Traffic Operations Division in 2001.

In 2004, she moved to the Austin District as a roadway designer where she designed and managed numerous projects across the Austin Area. In 2012, she became the Assistant Area Engineer in the Burnet Area Office where she oversaw design and construction for the area office. She was appointed as Burnet Area Engineer in 2016 overseeing all planning, design, construction and maintenance operations for the Texas Hill Country. During her tenure, she oversaw the design and construction of numerous projects including the Kingland RM 2900 emergency bridge replacement.

In March of 2023, she was named as the Deputy Director of the Traffic Safety Division. She was responsible for managing all activities of the Traffic Safety Division including traffic engineering, traffic management, traffic safety, crash data and special crews maintenance operations.

Kratz earned her Bachelor of Science in civil engineering from Texas A&M University in 2001, and she received her license as a professional engineer in 2005.
