Saul Romero, P.E., is the District Engineer for TxDOT’s Odessa District, overseeing transportation across 12 West Texas counties: Andrews, Crane, Ector, Loving, Martin, Midland, Pecos, Reeves, Terrell, Upton, Ward, and Winkler.
He began his career with the district in 2008 and, after earning his civil engineering degree from Texas Tech in 2010, advanced quickly through roles in design, construction, and maintenance. Licensed as a Professional Engineer in 2014, he served as Assistant Area Engineer in Midland and later as Odessa Area Engineer, leading major rehabilitation and bridge projects in the Permian Basin. In 2023, he was promoted to Odessa District Director of Construction, where he managed $1.8 billion in active projects and consultant oversight. Today, Romero brings more than 15 years of TxDOT experience to his leadership of the Odessa District.
