Lufkin District Engineer
Kelly O. Morris, P.E., is the district engineer for TxDOT's Lufkin District.
The Lufkin District comprises nine counties: Angelina, Houston, Nacogdoches, Polk, Sabine, San Augustine, San Jacinto, Shelby and Trinity.
Morris oversees the planning, designing, building, operation and maintenance of the state transportation system for the Lufkin District. She has served as the Lufkin District’s director of transportation planning and development since 2014.
Morris began her TxDOT career as an engineering assistant in the Lufkin District’s Livingston Area Office in 1996. In 1999, Morris left TxDOT, continuing to work in the private sector on plans, specifications, estimates and schematic designs for transportation projects. She rejoined TxDOT in the Lufkin District in 2013, as the project manager responsible for the development of IH 69 in the Lufkin District, and then she was promoted to the district design engineer. In 2014, Morris was promoted to director of transportation planning and development.
Morris earned her bachelor’s degree in civil engineering from Texas A&M University in 1995 and received her license as a professional engineer in 2000.
