FM 1516 Expansion Project

FM 1516 from FM 78 to I-10

TxDOT is expanding 4.6 miles of FM 1516 from FM 78 (Old Seguin Rd.) to I-10 in east Bexar County. The FM 1516 Expansion Project includes $68 million in transportation improvements designed to increase mobility and safety, enhance traffic flow, and reduce congestion, benefiting the traveling public now and in the future.

Improvements

The FM 1516 Expansion includes the following improvements:

  • Expansion of the existing roadway from two lanes to four lanes;
  • A continuous center turn lane;
  • Bike lanes, sound walls, and sidewalks along both sides of the roadway
  • Proposed right of way for 1516

    Benefits

    Once complete, mobility on FM 1516 will be improved and safety enhanced by:

    • Separating opposing lanes of traffic
    • Integrating bike and pedestrian access with the construction of sidewalk and shared-use path accommodations
    • Reducing congestion and improving connectivity
    • Improving safety

    Timeline

    The project began in 2024 and is being constructed in three phases. It is expected to be completed in fall 2028. One important feature of the construction phase is rebuilding the area in front of Judson High School. Workers will start work in the summer of 2026 to avoid interfering with school traffic, while school is out.

    Phase I

    • Utility relocation along the corridor
    • Construct all five culvert crossings

    Phase II

    • Reconstruction of roadway in front of Judson High School, including the Scheafer Rd. intersection

    Phase III

    • Construct roadway, storm drainage, permanent signals, and soundwalls
    • Construction of curb & gutter, sidewalks, and driveways
    • Lay final pavement and striping, and install signs

    Construction

    Throughout construction, drivers will experience temporary traffic shifts and daytime lane closures between 9 a.m. and 4 p.m. When lane closures are scheduled, advanced notice will be given to the public.

    Work is taking place on weekdays, generally from 8 a.m. to 5 p.m., Monday through Friday. Occasional night-time work will be performed to limit impacts to traffic. Weekend closures may be needed when major construction operations are taking place.
