Clute Active Transportation Plan
The Texas Department of Transportation (TxDOT) Houston District is collaborating with the city of Clute to develop a local Active Transportation plan. This plan focuses on the active transportation network between residential areas and essential community hubs, including educational facilities, civic centers, ecological preserves, and the city’s diverse neighborhoods.
Current active transportation network conditions
As an industrial, car-dependent city, Clute generally lacks the infrastructure needed for safe walking and cycling. Many residential areas lack continuous sidewalks and high-traffic intersections act as significant barriers for cyclists and pedestrians, and most existing active assets remain primarily recreational, highlighting a need for functional routes that connect residential areas to essential civic and educational hubs.

The proposed improvements would:
- Enhance safety by creating dedicated spaces for non-motorized travel
- Reduce congestion by shifting short trips to active transportation modes
- Enhance overall connectivity by providing vital first- and last-mile links to transit hubs and key destinations for long-distance trips
- Preserve and enhance economic opportunities
Study purpose
The purpose of Clute Active Transportation Plan study is to outlines strategies to enhance the safety and connectivity of the transportation network for pedestrians and cyclists. The study aims to develop a prioritized implementation plan and policy recommendations designed to enhance safety, optimize traffic flow, and catalyze both current and future economic development.
Get involved
Development of the citywide Active Transportation Plan began in March 2026 and is intended to be a year-long effort to conclude in the spring of 2027. Public involvement in the forms of stakeholder groups and public outreach will be ongoing with the first round of efforts beginning summer/early fall of 2026.
