About the Statewide Transportation Improvement Program (STIP) Handbook

The Statewide Transportation Improvement Program (STIP) Handbook serves as Texas’ comprehensive guide to statewide transportation programming requirements. Its purpose is to clearly document the Federal and State regulations governing the STIP, outline consistent processes for compiling Rural and MPO Transportation Improvement Programs (TIPs) into a single statewide document, and provide practical guidance to TxDOT Districts, MPOs, transit providers, and transportation planning partners.

To promote statewide alignment and consistency across transportation planning documents, the STIP Handbook was developed in parallel with the Metropolitan Planning Organization (MPO) Planning and Programming Handbook, which offers complementary guidance for metropolitan planning requirements. Together, these handbooks support a coordinated, cohesive approach to planning and programming transportation investments across Texas.

The STIP Handbook reflects extensive collaboration between partners statewide. Representatives from TxDOT Districts and Divisions, MPOs, Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and other agencies contributed subject matter expertise throughout its development. This cooperation ensures that the Handbook accurately reflects current requirements, streamlines compliance, and supports real world planning needs.
