Purpose:

The City of Waco is proposing to improve Elm Avenue from Martin Luther King, Jr. Boulevard to Forrest / Garrison Street in McLennan County, Texas. The project is the result of funding received from a TxDOT Transportation Alternatives Set-Aside program grant.  Representatives from the City of Waco, TxDOT and project consultants will be available to answer questions about the proposed project improvements.  Written comments must be received or postmarked on or before Monday, December 2, 2019 to be included in the documentation of the public meeting.

Description:

The proposed improvements include adding pavement markings and signage for shared use bicycle lanes within the existing roadway and sidewalks from back of curb to right-of-way. The bicycle lanes begin on University Parks Drive and continue along Elm Avenue to Clifton Drive. The sidewalks will be constructed along each side of Elm Avenue from North MLK Jr. Boulevard to Forrest/Garrison Streets. ADA compliant ramps will also be constructed at driveways and street intersections, with pedestrian crosswalks added where necessary. Additional right-of-way was required based on the current design.

Please be aware that advance notice is requested as some accommodations may require time for TxDOT to arrange.

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
