| Virtual details | The virtual public hearing will consist of a pre-recorded video presentation and will include both audio and visual components. The virtual public hearing is not a live broadcast event and will be posted to this webpage by at 5 p.m. on Thursday, Aug. 13, 2026. If you do not have internet access, you may call 254-616-3176 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process. |
| In-person Details | Thursday, Aug. 13, 2026 In-person attendees are welcome to come and go any time from 5 – 7 p.m. CT and will be able to view the same presentation provided in the virtual public meeting, review hard copies of project materials, ask questions of the project team, and leave written comments. |
| Purpose | The City of Killeen and the Texas Department of Transportation (TxDOT) are partnering with the City of Harker Heights, Bell County, and the Killeen-Temple Metropolitan Planning Organization (KTMPO) to improve Chaparral Road from SH 195 to Stillhouse Lake Road (FM 3481) in Bell County to alleviate congestion and improve safety. The purpose of the public hearing is to provide information about the project and gather input. |
| Description | The proposed improvements include widening and realigning Chaparral Road from a two-lane undivided section to a four-lane divided section with a raised median from Featherline Road to East Trimmier Road and from Rosewood Drive to Stillhouse Lake Road (FM 3481), intersection improvements (including traffic signals or roundabouts) at 11 locations along the roadway are also incorporated as part of the project, as well as, a 6-foot-wide sidewalk on the south side of the roadway and a 12-foot-wide shared-use path on the north side of the roadway, and lighting along both sides of the road for pedestrians and bicyclists. Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at 3201-A South W.S. Young Drive, Killeen, TX 76542, 254-501-7600. These materials will also be available in hard copy form for review at the in-person option. |
