The meeting will follow an “open house” format.

Purpose The Texas Department of Transportation (TxDOT) and the City of Killeen are proposing to improve Rancier Avenue from Fort Hood Street to 38th Street in Bell County, Texas. This notice advises the public that TxDOT will be conducting a public meeting on the proposed project. The purpose of the meeting is to present the proposed project and receive public comment.
Description

The proposed improvements include construction of medians, turn lanes, and reduced through lanes; bike lanes, on-street parking, and continuous sidewalks along the length of Rancier Avenue. Landscaping is proposed to be completed along Rancier Avenue and within planned medians. Utilities are proposed to be relocated under sidewalks and roadways. The proposed improvements are planned to be completed from Fort Hood Street to 38th Street for an approximate length of 2.50 miles.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the City of Killeen Engineering Division office at the address listed below.

The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m.-5 p.m. at the City of Killeen Engineering Division Office, 3201-A S. WS Young Drive, Killeen, Texas, 76542 and can be reached at 254-616-3172. Project materials are also available at the hearings and meetings page. This information also will be available for inspection at the meeting.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
