Notice Affording An Opportunity For A Public Hearing - Loop 1604 from US 281 to FM 1303


TxDOT is proposing to widen Loop 1604 from US 281 to FM 1303 in Bexar County, Texas. Pursuant to Texas Administrative Code, Title 43, §2.106 this notice is affording an opportunity for a public hearing on the proposed project..


The proposed project would:

  • Expand the current 2-lane roadway to a 4-lane divided roadway with shoulders and pedestrian accommodations where appropriate
  • The interchange at Loop 1604 and US 281 would be upgraded to a diamond interchange including elevated Loop 1604 eastbound and westbound lanes over US 281 with entrance/exit ramps and traffic signals on US 281
  • Turnarounds would be provided at various locations along the project

Potential jurisdictional waters of the U.S. were identified within the ROW of the proposed project. All unavoidable impacts to jurisdictional waters of the U.S., including wetlands, would require a Section 404 Permit with the US Army Corps of Engineers. Although, portions of the project are located within the 100-year floodplain, it would not increase the base flood elevation to a level that would violate applicable floodplain regulations.

Any interested citizen may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing on or before April 8, 2018, to:

The environmental review, consultation and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 16, 2014, and executed by FHWA and TxDOT.
