Purpose

This notice offers an opportunity to comment as part of the environmental review process for this project.

On October 26, 2020, Hidalgo County Precinct #4, in cooperation with the Texas Department of Transportation (TxDOT), held a virtual public meeting to convert FM 2220 (Ware Road) from Mile 5 Road to FM 1925 (Monte Cristo Road) from two lanes to six lanes with right turn lanes at intersections, realign the double curve between Mile 5 Road and Mile 6 Road, improve the intersection alignment at FM 1925 (Monte Cristo Road), and realign Russell Road.  Hidalgo County Precinct #4 is now proposing to convert the two-lane Russell Road to a four-lane roadway. 

Description

The scope of the proposed project would convert the two-lane Russell Road to a four-lane roadway with a continuous left turn lane and shared use path within the existing 100-foot-wide ROW. Drainage would be handled by a storm drain system. Additional changes since the public meeting include approximately 300-feet of incidental construction east of Rooth Road to ensure a proper roadway transition and approximately 566-feet north on Rooth Road to fix the misaligned intersection. All work would occur within the existing right of way (ROW). No ROW acquisition or displacements are anticipated as a result of the design change.

The project is located in a rural area within the City of McAllen. The project site is a mixture of residences and agricultural land. Vegetation in the area is agricultural and suburban, mowed and maintained. There are no historical properties, nor known cemeteries in or near the project area. No wetlands are present in the project area.  

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at Hidalgo County Precinct #4 located at 1051 N. Doolittle Road in Edinburg, TX. Call (956) 383-3112 to schedule an appointment.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
