Notice affording an opportunity for a public hearing

Purpose

The purpose of this notice is to advise the public that the City of Laredo, in cooperation with TxDOT and Federal Highway Administration (FHWA), proposes to widen the existing bridge and construct an additional eight-lane bridge for northbound traffic adjacent and parallel to the existing eight-lane World Trade Bridge. 

This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT is affording an opportunity for a public hearing on the proposed project.  

Description

The proposed facility will extend for a total of approximately 1,479 feet (ft) across the International Boundary from Mexico (Rio Grande) to the International Port of Entry (POE). The expansion project includes widening the existing bridge by adding two southbound lanes and constructing a new approximately 1,479-foot-long span bridge across the Rio Grande River. The new bridge would be located on new right-of-way (ROW) to be acquired by the City of Laredo and proposed to have eight northbound lanes and a safety walkway. The new span would also include additional lighting, electronic signage and a hazardous materials collection system that would collect all storm water falling onto the bridge decks into a containment vault that would filter the water through a sand filter before discharging it into the Rio Grande. The project area for this project is approximately 29 acres which includes 11.8 acres of existing City ROW, 5.22 acres of new ROW and 4.27 acres of temporary construction easements. The right-of-way width would vary from approximately 1,110 feet at the Rio Grande to approximately 1,300 feet inside the POE facility.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained by contacting the TxDOT Project Manager at 956-712-7495.

The proposed project would involve an action in a floodplain.

The draft EA, maps and drawings showing the project location and design, tentative construction schedules and other information regarding the proposed project are on file and available for inspection Monday through Friday between 8 a.m. and 5 p.m. at the City of Laredo, 1110 Houston St., Laredo, TX 78040.

City Engineer for the City of Laredo at 956-791-7346 or by email as shown in the notice no later than 4 p.m. CT at least three business days before the date on which you would like to review the project materials or submit information. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
