PurposeTxDOT, City of Laredo and Webb County are proposing to convert the existing US 59 (Bob Bullock Loop) from a four-lane non-freeway facility to a six-lane freeway facility with a main lane overpass at the airport driveway intersection.  Auxiliary lanes and frontage roads would extend from Business 59 (BZ 59) (Saunders St.) to 0.28 miles south of Jacaman Rd. in Webb County, Texas. This notice is affording an opportunity to comment as part of the environmental review process for this project.
Description

This project proposes upgrading the existing US 59 Loop roadway to a full urban interstate expressway with three 12-foot main lanes with 4-foot inside shoulders and 10-foot outside shoulders in each direction separated by an approximately 3-foot-tall concrete traffic barrier. At the Laredo Airport driveway (East Corridor Rd.), the US 59 main lanes will be elevated over the intersection.  Due to the presence of the Lake Casa Blanca impoundment dam and Casa Blanca International State Park on the east side of the project limits and the Casa Blanca Golf Course and Laredo International Airport on the west side of the project, continuous one-way frontage roads will not be constructed south of the proposed Airport driveway / US 59 overpass.  Access to US 59 between BZ 59 and the Laredo Airport driveway will be handled through on/off ramps.  In this location, the proposed ROW will narrow down to approximately 200-ft. wide.

North of the proposed Airport driveway / US 59 overpass, three-lane one-way frontage roads will be constructed on both sides of US 59.  These frontage roads would consist of three 12-ft. wide travel lanes with 4-ft. wide inside shoulders and 10-ft. wide outside shoulders.  In this location, the proposed ROW would be approximately 400-ft. wide.

Pedestrian and bicycle accommodations would consist of 6-foot sidewalks located on the outside of the west frontage road, and an adjacent 14-foot bicycle/pedestrian pathway on the east side of the east frontage road.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace no residences and three non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by contacting the TxDOT Right-of-Way Project Manager by phone at 956-712-7462 or by email as shown in the notice.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at TxDOT – Laredo District Office, 1817 Bob Bullock Loop, Laredo, TX 78043 or by phone at 956-712-7400.
