| Purpose | The purpose of the hearing is to gather public input and provide information about the proposed two projects to upgrade I-35 and US 83. |
| Description | I-35 is a major trade corridor linking the City of Laredo and the Port of Laredo to other parts of the United States and Canada, and US 83 is part of the Ports to Plains trade corridor and the starting location of the future I-27 interstate. These projects would upgrade the existing I-35 and US 83 roadways by adding additional travel lanes to both facilities. I-35 Upgrades The I-35 project has 5.1 miles of improvement that includes widening I-35 to three main lanes in each direction divided by a concrete traffic barrier and elevating the main lanes over the Union Pacific Railroad (UPRR). The existing I-35 railroad underpass would be filled in and raised to match existing ground. The existing two-way, two-lane frontage roads would be converted to one-way two-lane frontage roads, and the I-35/US 83 interchange would be relocated and redesigned to include two elevated one-lane Direct Connectors (DC) overpass bridges connecting southbound US 83 to southbound I-35 main lanes and northbound I-35 main lanes to US 83 northbound. This project will be constructed in phases with the I-35 main lanes, frontage roads and the north bound direct connector being constructed initially and the south bound direct connector being constructed at a future date. US 83 Upgrades On US 83, the proposed project would upgrade the existing US 83 roadway by converting it into a controlled access facility consisting of two main lanes in each direction with one-way frontage roads in preparation for it being designated as I-27. This project will be constructed in phases with the two-lane one-way frontage roads being constructed initially and the main lanes and intersection overpasses being constructed at a future date. The proposed I-35 project would include approximately 226 acres of existing I-35 and US 83 right-of-way (ROW) and the proposed US 83 project would utilize approximately 123 acres of existing US 83 ROW. Additional ROW is proposed for both projects with the I-35 project requiring an additional 116 acres and the US 83 project requiring an additional 152 acres. The goals of both projects are to alleviate traffic congestion and improve mobility and safety on these two routes. The two proposed projects would, subject to final design considerations, require additional ROW and potentially displace 7 residences and 4 non-residential structures displacements associated with the US 83 project and one non-residential displacement on the I-35 project. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition and construction, can be obtained from the TxDOT Laredo District Office by contacting the TxDOT ROW Project Manager, by calling 956-712-7462 or by email as shown in the notice.
