| Purpose | TxDOT invites the public to attend an in-person public meeting to discuss the I-45 North Houston Highway Improvement Project (NHHIP). |
| Description | The I-45 NHHIP is designed to create additional roadway capacity to manage congestion, enhance safety, and improve mobility. The I-45 NHHIP Segment 3 encompasses the reconstruction of the downtown Houston freeway loop system, including I-45, I-69, I-10, and State Highway (SH) 288. In Segment 3, I-45 northbound will be rerouted from the west side of downtown Houston to run parallel with I-69 and I-10 until it exits the downtown area and continues north. Conversely, I-45 southbound will be rerouted to run parallel with I-10 and I-69 until it exits the downtown area and continues south. The meeting will provide updates on Segment 3 project activities, including the status and requirements under the Voluntary Resolution Agreement (VRA) between TxDOT and the Federal Highway Administration (FHWA). A map depicting the full limits, including all three segments, is available online. This meeting will also include proposed design changes for Segment 3C-1, seeking feedback from the public in an open-house format. Segment 3C-1 includes I-10 from Gregg Street to Waco Street, for a total length of approximately 0.75 miles. Since the Record of Decision (ROD) in 2021, the project team has continued to refine the design in Segment 3C-1 per discussions with the City of Houston (COH) and other stakeholders. The proposed changes include the addition of an outfall channel from I-10 to Buffalo Bayou to facilitate drainage, construction of a pump station, the addition of tie-back anchors to support deeper retaining walls, and the reconnection of a local street. These proposed design changes would require an additional 1.18 acres of new right of way (ROW), with one potential residential displacement, and approximately 3.0 acres of easement beyond the amount studied in the Final Environmental Impact Statement (FEIS)/ROD. A re-evaluation of the original environmental document will be completed to verify the original environmental decision remains valid. Any environmental documentation or studies, maps, and drawings showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for review Monday through Friday by appointment between the hours of 8 a.m. to 5 p.m. at the TxDOT Houston District Office, 7600 Washington Avenue, Houston, Texas 77007.
