The virtual public hearing will be available starting Thursday, April 9, 2026, by 5 p.m. on this webpage. The virtual public hearing will consist of a prerecorded video presentation and will include both audio and visual components.

Please note that the presentation will not be available on the website until the date and time listed above. If you do not have internet access, you may call 713-802-5199 between 7 a.m. and 4 p.m., Monday through Friday, to ask questions and access project materials during the project’s progress.

Additionally, TxDOT is providing an in-person open house for individuals who would like to participate in person as well. In-person attendees will be able to view the same presentation as posted online, review hard copies of project materials, ask questions of the project team and leave written comments. Purpose The TxDOT Houston District is constructing improvements along I-10 from Heights Boulevard to I-45 in Harris County, Texas.
Description

The project is raising the elevation of I-10 over White Oak Bayou between the project limits. The focus of this hearing is the installation of the 10-foot-wide shared use path for bicyclists and pedestrians on the north side of I-10 along White Oak Bayou, between Studemont Street and I-45 including a connection to the south side of I-10 at Sabine and Maud Streets. The shared used path enhances the pre-existing trail network along I-10 and White Oak Bayou by providing an additional two miles of an alternate transportation option along the corridor. This enhanced pedestrian and bicycle infrastructure connects with the Houston Avenue Bridge and provides direct access to businesses, residences and community spaces.

The construction of the shared use path would impact Stude Park which is a property protected under Chapter 26 of the Texas Park Wildlife Code and Section 4(f) of the Department of Transportation Act of 1966: 

The construction of the shared use path requires 0.7013 acres of the total 33.58 acres from Stude Park in Houston, Texas. Stude Park is a recreation area that includes facilities such as a pool, playground, sports field, gym and trails. The portion of the property that would be impacted by the shared use path is currently used for drainage (outfall) from south of I-10 to White Oak Bayou. The existing park amenities that are located north of White Oak Bayou would not be impacted. The existing drainage system would not be impacted. The project team anticipates a de minimis determination for this use under Section 4(f) of the Department of Transportation Act of 1966. Public comment on the effects of the proposed shared use path on the activities, features or attributes of Stude Park may be submitted as instructed below.

Any environmental documentation or studies, maps and drawings showing the project location and design, construction schedules, and other information regarding the project are on file and available for review by appointment Monday through Friday between the hours of 7 a.m. to 4 p.m. Please contact the TxDOT Public Engagement Coordinator, at 713-802-5199 or by email as shown in the notice.
