The virtual public meeting will be available beginning Feb. 10, 2022, at 6 p.m. and will remain available online through the comment period deadline of Friday, Feb. 25, 2022. Please note that this is not a live event. The materials can be viewed at your convenience.

Additionally, TxDOT is providing an in-person meeting option for individuals who would like to participate in person instead of online. In-person attendees will be able to review the same materials and presentation as the online public meeting.

Purpose TxDOT is proposing to improve FM 428 from Dallas Parkway to SH 289 (Preston Road) in Collin County, Texas. All comments must be received or postmarked on or before Friday, Feb. 25, 2022, to be included in the documentation of the public meeting.
Description

The proposed project includes the realignment and widening of FM 428 from Dallas Parkway to SH 289 (Preston Road) within the City of Celina, in Collin County for a distance of approximately 1.8 miles. Within the project limits, the existing FM 428 intersects with County Road (CR) 55, then turns south and continues east as W. Glendenning Parkway to the end of the project limits at SH 289. The existing FM 428 roadway, west of CR 55, is an undivided roadway that consists of two 11-foot-wide lanes with 4-foot shoulders, no sidewalks and no bicycle accommodations and an existing right-of-way of 90 feet wide. CR 55, east of FM 428, is an undivided roadway that consists of two 10-foot-wide lanes with 2-foot-wide shoulders, no sidewalks and no bicycle accommodations and an existing right-of-way of 120 feet wide. The existing roadway crosses the BNSF railroad tracks at grade. The proposed improvements would consist of four 12-foot-wide lanes (ultimate six) with an 18-foot-wide raised median, and 10-foot-wide sidewalks along both sides of the road within a variable right-of-way width ranging from 138- to 348 feet. The project includes an overpass over the BNSF tracks.

The proposed project would require approximately 18 acres of additional right-of-way and potentially displace three residences and one non-residential structure. Relocation assistance is available for displaced persons and businesses.
