| In-person details | Additionally, Rockwall County is providing an in-person option for individuals who would like to participate in person. The in-person option will be held in an open house format. Thursday, Oct. 29, 2026 The in-person option will be held in a “come and go” open house format. Attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review hard copies of project materials, ask questions of project team and submit written comments and feedback. |
| Purpose | TxDOT and the Rockwall County are proposing a new location roadway, the Rockwall County Outer Loop Phase 1 Project, from State Highway (SH) 276 to County Line Road in Rockwall County, Texas. |
| Description | The proposed project would construct a new location continuation of the Outer Loop, on a new alignment that does not follow an existing roadway through the cities of Royse City, Fate, and Rockwall, a distance of approximately 5.9 miles in Rockwall County, Texas. The proposed project would consist of four 12-foot-wide frontage road lanes (two in each direction), four 12-foot-wide general-purpose lanes (two in each direction) with limited access from adjacent properties, and two 10-foot-wide shared-use paths located outside the frontage roads to accommodate pedestrians and bicyclists, all within a typical 500- to 600-foot-wide right of way. The project would include work on eight cross streets, including Linda Lane, North Munson Road, Parker Road, construction of a multi-level interchange at Interstate (I)-30, Circle Drive, Floyd Road, SH 66, and North Sorrells Road. The project would be constructed in phases contingent on traffic volumes and available funding. The proposed project would involve construction in wetlands and an action in a floodplain. Portions of the proposed roadway would be located within wetlands and floodplain areas. The proposed Rockwall County Outer Loop is being developed in two phases. Phase 1 extends from SH 276 to County Line Road. Phase 2 extends from SH 205 to SH 276. The purpose of the public hearing is to present the current Phase 1 roadway design and draft EA for public review and comment. Phase 2 roadway design development and environmental studies would be completed separately and would include its own public involvement and opportunities for input. The proposed Rockwall County Outer Loop is being developed in two phases. Phase 1 extends from SH 276 to County Line Road. Phase 2 extends from SH 205 to SH 276. The purpose of the public hearing is to present the current Phase 1 roadway design and draft EA for public review and comment. Phase 2 roadway design development and environmental studies would be completed separately and would include its own public involvement and opportunities for input. The proposed project would, subject to final design considerations, require additional right of way and potentially displace six residences and one commercial business.
