The project materials will be posted online by Wednesday, July 8, at 5 p.m. and will remain online for at least 15 days. To view the public meeting materials, go to the City of Rowlett website at the date and time indicated above.

If you do not have internet access, you may call 972-463-3934 between the hours of 7:30 a.m. and 5:30 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person instead of online at the following date and time:

The in-person option will be held in an open house format. In-person attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and or consultants, and leave written comments.

The proposed project involves the construction of a new roadway to connect the existing Merritt Road with Liberty Grove Road. The project would extend approximately 0.6 miles from east of the intersection of Merritt Road and President George Bush Turnpike (PGBT)

to the intersection of Chiesa Road and Liberty Grove Road. A 10-foot-wide shared-use path would be constructed on both sides of the roadway. The existing right-of-way (ROW) width on Liberty Grove Road ranges from 60 to 115 feet, and the proposed ROW width on Merritt Road would range from 100 to 110 feet. Subject to final design considerations, the proposed project would require approximately 5.4 acres of proposed ROW.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the City of Rowlett by calling 972-463-3943.

The proposed project would involve construction in wetlands. The proposed project would involve an action in a floodplain.

Any environmental documentation or studies, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at City of Rowlett, 5702 Rowlett Road, Rowlett, Texas, at 972-463-3934. These materials will also be available in hard copy form for review at the in-person option.

The virtual public meeting and in-person option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or you are a person with a disability who requires an accommodation to attend and participate in the virtual public meeting or in-person option, please contact TxDOT at 972-463-3934 no later than 4 p.m. CT, Friday, July 3, 2026. Please be aware that advance notice is required as some services and accommodations may require time for the City of Rowlett to arrange.
