The virtual public meeting will include a short, pre-recorded presentation explaining the Rural TIP process, lists of proposed projects in Navarro County, and an opportunity to provide your comments. The meeting materials will be available online by 3 p.m. CT on Thursday, April 23, 2026.

Please note this is not a live event. The materials may be viewed at your convenience. As such, this virtual meeting offers the public an opportunity to review and comment on the proposed priorities.

Purpose

The TxDOT Dallas District will conduct an online virtual public meeting for the 2027–2030 Rural Transportation Improvement Program (Rural TIP). The purpose of this meeting is to provide information and receive comments on which transportation projects may be coming to your area. 

Description

The Dallas District includes Navarro County. The Rural TIP includes both grouped projects and individually listed projects that include added-capacity projects and regionally significant projects to be funded outside of the Metropolitan Planning Organization (MPO) boundary, and within a TxDOT district during the next four years, including those eligible for federal funding. This meeting offers the public an opportunity to review and comment on the proposed priorities. The Rural TIP is the first step on the road to producing a Statewide Transportation Improvement Program (STIP).

The Rural TIP meetings are being held pursuant to Title 43, Texas Administrative Code, Section 16.102, which calls for an opportunity for public comment concerning the Rural TIP. The same information including a short presentation, exhibits explaining how the Rural TIP operates, and projects that are included in it will be available to view during the virtual public meeting.

The virtual public meeting will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or are a person with a disability who requires accommodation to attend and participate in the virtual public meeting, please contact District Public Information Office at 214-320-4480 no later than 4 p.m. CT, April 16, 2026. Please be aware that advance notice is required as some services and accommodations may require time for the Texas Department of Transportation to arrange.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 17, 2025, and executed by FHWA and TxDOT.
