The virtual public hearing will be posted on the Keep It Moving Dallas webpage beginning Thursday, June 29, 2023, by 5:30 p.m.  Please note, this is not a live event. The materials can be viewed at your convenience.

The virtual hearing will consist of a pre-recorded video presentation with both audio and visual components. The same information (including the Draft EA) will be available with both the virtual and in-person hearing options. If you do not have internet access, you may call (214) 320-6243 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials.

Additionally, TxDOT is providing an in-person hearing for individuals who would like to participate in person instead of online. In-person attendees will be able to review the same materials and presentation as the online public hearing.

The in-person hearing will follow an “open house” format. Attendees will be able to view the presentation on a large screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants and leave written comments.

Purpose The TxDOT Dallas District and the City of Dallas are proposing to reconstruct and widen the I-30 East Corridor from I-45 to Ferguson Road in Dallas County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be conducting an online virtual public hearing on the proposed project with an in-person option. The purpose of the hearing is to present the proposed project and receive public comment.

The proposed project would widen this section of I-30 from eight mainlanes (four in each direction) to ten mainlanes (five in each direction) and add two reversible managed lanes in the center median. The total distance is approximately 5.0 miles. The proposed mainlanes would be depressed to a lower elevation than the proposed frontage roads. Access ramps throughout the project corridor would be reconstructed. The project would construct new cross street bridges across the depressed mainlanes as part of the reconstruction. A DART bridge and adjacent pedestrian bridge would also be constructed. Sidewalks would be constructed or reconstructed on both sides of all street crossings at I-30, and a shared use path would be constructed alongside the outer frontage road lanes in most cases. The typical proposed ROW width would vary from approximately 300 feet to 500 feet. The proposed project would generally follow the existing alignment; however, portions of I-30 would be shifted to the north and/or south to accommodate expansion for adding capacity to the facility. The total proposed ROW acreage is estimated at approximately 11 acres.

The proposed project would, subject to final design considerations, require additional right of way and potentially displace five residences, 11 non-residential buildings and 12 billboards. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling (214) 320-6675 or by visiting the project website.

The proposed project is anticipated to displace the following properties protected under Section 4(f) of the Department of Transportation Act of 1966: the Cabell’s Inc. historic building located at 710 Exposition Avenue, the commercial building at 820 Exposition Avenue and the residence at 4937 Lindsley Avenue. The proposed project would not adversely affect but would have minimal, non-structural (de minimis) impacts to the following historic properties protected by Section 4(f): (1) Gulf Oil Distribution Facility District at 501 2nd Avenue; (2) 4809 Ash Lane; (3) 820 and 8332 Exposition Avenue; and (4) 5115 Philip Avenue. TxDOT anticipates making a de minimis determination for these uses under Section 4(f). Public comment on the effects of the proposed project on the activities, features, or attributes of all historic resources noted above may be submitted as described below.

The proposed project would involve construction in wetlands and an action in a floodplain.

The draft EA, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project will be on file starting June 29, 2023 and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the Dallas District office at 4777 East Highway 80, Mesquite, TX 75150. Project materials are also available on this webpage. These materials will also be available in hard copy form for review at the in-person hearing option.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by the Federal Highway Administration and TxDOT.
