Purpose

The Texas Department of Transportation (TxDOT) is conducting public consultation meetings for its Triennial Goal Submission of its Disadvantaged Business Enterprise (DBE) program goal for Federal Highway Administration (FHWA) funded contracts for Federal Fiscal Years 2023-2025. TxDOT seeks public input regarding its proposed DBE goal. TxDOT will conduct five virtual meetings to provide the opportunity for public consultation with minority, women, and general contractor advocacy groups, community organizations, public officials, and all other interested stakeholders. Participants will be able to contribute meaningful information concerning the availability of disadvantaged and non-disadvantaged businesses, the effects of discrimination on opportunities for DBEs, and TxDOT’s efforts to establish a level playing field for the participation of DBEs.

Description

TxDOT's proposed DBE triennial goal methodology for 2023-2025 supports an overall goal of 18.94%. TxDOT plans to satisfy this goal on its FHWA funded contracts with a 10.51% race-conscious component and an 8.43% race-neutral component.

The goal methodology was established using information from the disparity study conducted by Colette Holt & Associates.

TxDOT encourages any interested persons to provide comments regarding the proposed DBE goal methodology during the comment period. The email address to submit comments is CivilRights@txdot.gov.
