Public comment deadline Written comments from the public regarding the proposed project are requested and may be submitted by mail to the TxDOT Bryan District Office, Attn: Juan Quiroz, P.E., 2591 North Earl Rudder Freeway, Bryan, TX 77803. Written comments may also be submitted by email to Juan.Quiroz@txdot.gov. All comments must be received on or before Wednesday, Feb. 1, 2023 to be included in the public meeting documentation. 
In-person details The public meeting will start on Jan. 17, 2023 at 4:30 p.m. with an open house followed by a live presentation at 6:00 p.m. at the parish hall of the St. Stanislaus Catholic Church located at 9175 FM 1371, Chappell Hill, TX 77426.  
Purpose The purpose of the proposed project is to enhance safety, improve mobility, and provide added capacity along US 290 to accommodate future, higher traffic flows.   
Description

The improvements are part of a large-scale project to widen US 290 from FM 1371 to SH 6 in Washington and Waller Counties. 

In 2021, as part of the long-term US 290 Improvement Project, an extensive evaluation of the intersection at FM 1155 was conducted to explore feasible improvement options that address traffic congestion and improve safety within the Chappell Hill Community. Findings showing three options were presented in two public meetings held in Dec. 2021 and Jan. 2022. The intersection improvement options included:  an at-grade Median U-Turn Intersection; a Grade Separation Intersection, often referred to as an Overpass; and a New Location South Route that would extend around the southern limits of Chappell Hill.  In June 2022, based on TxDOT’s technical evaluation along with local stakeholder and public input, TxDOT announced selection of the Overpass as the option for further development. The proposed Overpass intersection improvements include a US 290 bridge over FM 1155 with entrance and exit ramps to provide local access to Chappell Hill.  Pedestrian accommodations would also be provided at the intersection to allow pedestrians and bicyclists to cross under US 290 safely.  Right of way will be required for these improvements.

Memorandum of Understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
