Notice Affording Opportunity for Public Hearing - SH 6 to FM 2

Purpose:

TxDOT is proposing to improve safety at the intersection of SH 6 with FM 2 by replacing the existing at-grade crossing with a grade-separated interchange in Grimes County, Texas. The proposed project is approximately 1.4 miles long and extends from 0.51 miles north of FM 2 to 0.53 miles south of FM 2.  This notice advises the public that TxDOT is affording an opportunity for a public hearing on the proposed project. Requests for a public hearing must be submitted in writing on or before Thursday, September 19, 2019. 

Description:

The existing typical section of SH 6 at FM 2 consists of two 12 foot travel lanes in each direction with dedicated 12 foot left turn lanes bounded by 12 foot outside and 4 foot inside shoulders. The travel lanes on SH 6 are separated by a depressed grass median within a right of way (ROW) that varies from 210 feet to 300 feet in width.

The proposed project would convert the at-grade intersection to a grade-separated intersection with FM 2 going over SH 6. This would create a typical main-lane section on SH 6 with two 12 foot travel lanes bounded by 10 foot inside and outside shoulders; ramps will provide access to FM 2. The proposed ROW width would vary from 210 to 450 feet. The ramps would have a 14 foot lane with 4 foot inside and 6 foot outside shoulders. Right turn lanes would be provided at the intersections with FM 2. The two bridges at Beason Creek would also be replaced on their current alignment at a higher elevation.  

Approximately 10.9 acres of new ROW would be required. The proposed project could potentially displace one commercial structure. Information about the TxDOT Relocation Assistance Program, benefits and services for displacees, as well as information about the tentative schedules for ROW acquisition and construction can be obtained from the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons and businesses.

A portion of the proposed project occurs within the floodplain of Beason Creek. Any environmental documentation or studies, maps showing the project location and design, tentative construction schedules, and other information regarding the project are on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the TxDOT Bryan District Office.

Any interested member of the public may request a public hearing covering the social, economic and environmental effects of the proposed location and design for this project. Requests for a public hearing must be submitted in writing to:

Memorandum of Understanding:

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
