Purpose The purpose of the virtual public meeting is to present the proposed project to the public and receive comments on the expansion of US 281 from E. Borgfeld Drive to SH 46 in Comal County, Texas. The virtual meeting will consist of a pre-recorded presentation by the project team, project exhibits and other information, and an opportunity to comment. Comments must be received, or post marked on or before Wednesday, June 2, 2021, to be part of the virtual public meeting record.
Description

The proposed project would expand US 281 within the project limits from a four-lane divided highway to a four-lane freeway with frontage roads in each direction, for a distance of approximately 6.3 miles. The proposed US 281 would consist of two main lanes with inside and outside shoulders in each direction, separated by a varied-width median. Two to three frontage road lanes would be constructed in each direction and would be separated from the main lanes by a buffer space. In addition, six-foot sidewalks would be constructed on both sides of the roadway. The project would also consist of construction of entrance and exit ramps and auxiliary lanes, including left/right turn lanes and turnaround lanes. Intersection, drainage, and pedestrian improvements would also be constructed. The FM 1863/Bulverde Road overpass would be improved by adding frontage roads and approach/departing lanes. The SH 46 overpass would be replaced with a wider bridge to accommodate auxiliary lanes and future expansion. Lastly, a new overpass would be constructed at Mustang Vista, where Mustang Vista would be extended on the west side of US 281 to tie into Short Hill and Casey Road.

The proposed project would require the acquisition of approximately 80 to 140 feet of right of way along US 281, resulting in a proposed ROW width that is primarily 400 feet.

Special accommodation The virtual public meeting will be conducted in English, however, bilingual handouts including a Spanish version of the presentation with a script will be available as part of the virtual public meeting. Memorandum of understanding The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated Dec. 9, 2019, and executed by FHWA and TxDOT.
