Purpose:

The City of Pharr, in cooperation with TxDOT, is proposing to widen and reconstruct “I” Road from Rancho Blanco Road to Military Highway (US 281) in Hidalgo County, Texas.

Description:

The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The presentation will be posted online by Thursday, Sept. 9, 2021 at 4 p.m. If you do not have internet access, you may call Omar Anzaldua, Jr., P.E., Pharr City Engineer, at (956) 402-4000 between the hours of 8 a.m. and 5 p.m. Monday through Friday, to ask questions and access project materials during the project development process.

The scope of the project would include widening and reconstructing 4.5 miles of “I” Road from a varying 24 to 48-foot rural road to a 50-foot rural road within a mostly existing 100-foot-wide right of way. The proposed road would include two 11-foot travel lanes, a 12-foot continuous left turn lane, two 8-foot shoulders, and a 10-foot shared use path for bicyclists and pedestrians. Drainage would be provided by roadside ditches. The project would include left turn lanes at major intersections. A total of 2.08 acres of proposed ROW would be required.

Although additional right of way would be required, no residential or non-residential structures are anticipated to be displaced at this time. Information concerning services and benefits available to affected property owners and information about the tentative schedule for right-of-way acquisition and construction can be obtained from the city of Pharr by calling (956) 402-4000.

The proposed project is anticipated to replace various existing irrigation structures within the Louisiana-Rio Grande Canal Irrigation Company, a national registered historic district. A portion of the project crosses the International Boundary and Water Commission levee, a registered historic property. TxDOT anticipates making a de minimis determination for these uses under Section 4(f) of the Department of Transportation Act of 1966. Public comment on the effects of the proposed project on the activities, features, or attributes of the irrigation company or IBWC floodway may be submitted as described below. No impacts to wetlands are anticipated. The proposed project would involve an action in a floodplain.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to the City of Pharr, Attn: Omar Anzaldua, Jr., P.E., 118 S. Cage Blvd., Pharr, TX 78577. Written comments may also be submitted by email. All comments must be received on or before Friday, Sept. 24, 2021. Responses to comments received will be available online once they have been prepared.
